Hardware CapsViewer for Vulkan 4.03

Updated to Qt6 framework, added support for the latest Vulkan 1.4 version and extensions, minor Android fixes

Important note: This tool requires a device that supports the new Vulkan API!

The Vulkan Hardware Capability Viewer is a client tool aimed at developers to gather hardware implementation details for devices that support the new Vulkan graphics and compute API including:

- Features
- Limits
- Supported formats (including flags)
- Extensions
- Queue families
- Memory configurations
- Surface properties
- Installed layers

The reports generated by this tool can then be uploaded to a public database (vulkan.gpuinfo.org/) where they can be compared to other devices on different platforms.
